Maxis, China Mobile International Launch CMLink MVNO in Malaysia
Deepening the Ongoing Partnership Between CMI and Maxis, with the Goal of Accelerating Growth and Innovation in the Telecommunications Sector
Maxis Berhad (Maxis), Malaysia’s leading integrated telco, has announced a landmark partnership with China Mobile International (CMI) to launch CMLink, CMI’s Mobile Virtual Network Operator (MVNO) business, in Malaysia. The partnership was formalised during the 2025 China Mobile SEA Cooperation Conference held in Kuala Lumpur on 13 August 2025. This partnership deepens the ongoing collaboration between CMI and Maxis to accelerate growth and innovation in the telecommunications sector.
CMI is a wholly owned subsidiary of China Mobile. In order to provide high quality services to meet the growing demand in the international market, China Mobile established CMI in December 2010, headquartered in Hong Kong, China. CMI has expanded its footprint in 39 countries and regions. Leveraging the strong support by China Mobile, CMI is a trusted partner that provides comprehensive international information services and solutions to enterprises, carriers and mobile users.
CMLink will be hosted on Maxis’ award-winning nationwide network, leveraging its fast, reliable, and secure mobile network to deliver a seamless voice and data experience across 4G and 5G. Maxis looks forward to supporting CMI’s network needs through its advanced and truly integrated network capabilities, which combine extensive fibre infrastructure with a modern mobile network. Maxis’ network excellence has consistently received independent recognition globally for performance in mobile speeds and user experience.
This partnership marks CMI’s first MVNO venture in Malaysia, expanding its global CMLink footprint after launches in the UK, Singapore, Japan, Thailand, and Italy. CMLink’s key features include 1CMN (one card, multiple numbers) and China-Malaysia data sharing services. These services are tailored for students, and professionals living in and traveling to Malaysia, ensuring they stay connected effortlessly between China and Malaysia.
This collaboration builds on the longstanding relationship between Maxis and CMI, which was underscored by a Memorandum of Understanding (MoU) signed in August 2024 to accelerate 5G initiatives and foster digital innovation. This partnership serves as a cornerstone of Maxis’ commitment to fostering the MVNO ecosystem in Malaysia, underscoring its readiness to support innovative partners in this space.
